Mathew was born in 1817 in Virginia, the son of Tunstall Shelton and Elizabeth Francis Payne.

He died in 1900 in Todd County, Kentucky.

He had two marriages/partners. His first wife was Chaney Elizabeth Shelton, who he married on 17 FEB 1837 in Pittsylvania County, Virginia. Their four known children were Lucy J. K. (1848-1930), Piety C. (1846-1877), W. P. (1851-1929) and George Clay (1853-1930).

His second wife was M.A. Madding, who he married on 4 APR 1860 in Montgomery County, Tennessee. They had no known children.
